 Introduction/Background                                                                                                                                      

 

Pak Mission Society (PMS) in Taluka Kunri,  District Umer Kot is implementing the Umer Kot Integrated WASH, DRR & livelihood Project in 30 new and 60 old villages of 07 union councils; UC Nawababad, UC Sher Khan Chandio, UC Shakh Darelo and UC Talhi, UC Nabisar, UC Shaheed Mai Baktawar, UC Kunri Memon. The 36 months project is funded by BMZ and Humedica International

Therefore, Pak Mission Society (PMS) plans Climate focused drought management studies to gather critical information that informs the risks of Drought situation in the region, projection regarding climate change, risk mitigation, resource optimization, policy-making, community resilience, and environmental protection efforts, and recommendations for governmental and non-governmental stakeholders of District Umer kot.

 

 Objectives                                                                                                                                                                    

  • To understand the specific risks and vulnerabilities associated with drought in the study area.
  • Analyse the effects of drought on various sectors such as agriculture, drinking water, economy, and the environment.
  • Analysing historical climate data and drought patterns.
  • Identifying high-risk areas and populations of the District Study area.
  • To design effective short-term and long-term response strategies that minimize the negative impacts of drought on communities.
  • Identify practices and policies that enhance the resilience of communities.

 

Scope of Work                                                                                                                                                              

  • Consultant is responsible for reviewing existing studies, reports, and data on drought management, climate patterns, water resources, and related policies within the study area.
  • Data collection on water consumption patterns across different sectors and comparing them to drought occurrences.
  • Existing climate models predicting drought conditions in different scenarios should be analyzed.
  • Explore innovative approaches, such as advanced irrigation techniques, drought-resistant crops, water recycling, etc.
  • Existing policies and regulations related to water management and drought response.
  • Assess the economic costs of drought, including direct costs (e.g., crop losses) and indirect costs (e.g., impacts on local economies).
  • Conduct a cost-benefit analysis of proposed drought management strategies to evaluate their feasibility and effectiveness.
  • Establish metrics to measure the effectiveness of drought management strategies and interventions.
  • Create a feedback mechanism to continuously assess and refine drought management practices based on new data and experiences.
  • Consider how technology can be integrated into existing systems and what barriers might exist.
  • Consultant is responsible for collecting quantitative and qualitative data related to drought frequency, severity, impacts, and current management practices.
  • Analyse historical and projected climate data to understand drought patterns, including precipitation trends, temperature changes, and water availability.
  • Identify and assess the vulnerability of different sectors (e.g., agriculture, water supply, public health) and communities to drought risks.
  • Identify gaps and weaknesses in current drought management practices.
  • Develop drought management strategies and action plans, focusing on prevention, preparedness, response, and recovery.
  • Conduct focused group discussions/meetings with key stake holders’ stakeholders (Irrigation department, Agriculture department, Social Welfare department, Meteorological Department, Dryland Agriculture Research Centre (PARC-AZRI, Umer kot) and Civil society organizations/NGOs to gather input, share findings, and proposed strategies.
  • To make an analysis of drought and to prepare a list of vulnerable Union Councils and areas of the concerned Talukas of District Umer Kot.
  • Responsible for developing indicators and questionnaires for the drought management study.

 Selection Criteria                                                                                                                                                       

Eligibility criteria of the consultant/firm (may be included depending on the kind of consultant/firm we are looking for)

  • Consultants should have expertise in drought management, climate/environmental sciences, water resource management, and related fields.
  • Experience in conducting similar studies or projects, particularly in drought-prone Districts.
  • Experience with methodologies for risk assessment, vulnerability analysis, and strategy development.
  • Command on the local Sindhi Language
  • Have a good understanding of local culture and traditional and social norms.
  • Experience working in rural communities of Sindh Pakistan.

The following are the evaluation criteria for the consultant/firm:

  1. The consultant must be a Masters or equivalent degree holder in Environmental science/studies, or a related field.

  1. Proven experience in conducting similar studies, especially drought management study/climate change, and share previous work of a similar nature in at least two assignment reports.

  1. Technical Proposal demonstrating a good understanding of drought cycles, impacts, vulnerability assessments, sustainable water resource management, and agricultural resilience techniques as well as knowledge of hydrological and meteorological data analysis. Focusing/addressing the scope of the study specifically along with a presentation summarising the technical proposal.
