1. Job Summary:
The MEAL Officer will ensure high-quality Monitoring, Evaluation, Accountability, and Learning across all project components, including data management for education, child protection, and climate-smart interventions, and supporting the Child Rights Situational Analysis.

2. Key Responsibilities
A. Orientation & Technical Capacity Building
- Participate in SCF’s internal project orientation workshop.
- Attend KNH-led trainings on:
- Child-centered and gender-sensitive research
- Ethical data collection and safeguarding
- Participatory research methodologies
- Apply these standards in all MEAL and CRSA-related work.
B. Monitoring & Data Collection
- Develop and implement monitoring tools for project activities (education, protection, climate-smart actions).
- Regularly collect field data jointly with Social Mobilizers and the Project Manager.
- Conduct monitoring visits to schools, communities, and activity sites to verify implementation quality.
- Support baseline, midline, and endline assessments as per project design.
C. Desk Review Support
- Lead the compilation, organization, and early analysis of secondary data.
- Map existing literature, reports, and databases on education, child protection systems, climate risks, and children’s well-being in Umerkot.
- Use desk review findings to refine indicators and data-collection tools.
D. CRSA Fieldwork & Evidence Building
- Lead data-management elements of CRSA, including:
- Coding and entry of quantitative and qualitative data
- Data cleaning and consistency checks
- Statistical and thematic analysis
- Support Social Mobilizers and Project Manager during field assessments (surveys, FGDs, KIIs, school assessments).
- Ensure application of ethical and child-friendly protocols during data collection.
- Develop preliminary findings, tables, and visual summaries for team discussions and CRSA report drafting.
E. Reporting & Documentation
- Maintain up-to-date databases on education, child protection, referrals, and climate-smart activities.
- Prepare monthly MEAL reports, indicator tracking sheets, and simple dashboards for internal review.
- Document success stories, case studies, and learning briefs highlighting changes in children’s lives and community practices.
F. Accountability & Feedback
- Establish and manage community feedback and complaint mechanisms (e.g., suggestion boxes, help lines, community meetings).
- Track complaints, concerns, and feedback, and support the Project Manager in ensuring timely resolution.
- Ensure safeguarding, privacy, and ethical standards are fully respected in all.
G. Coordination
- Work closely with the Project Manager and Social Mobilizers to align MEAL work with field realities.
- Coordinate with district education and child protection officials for data validation and triangulation.
- Share relevant evidence with SCF MEAL Unit to inform organizational learning and advocacy.
3. Required Qualifications
- Bachelor’s or Master’s degree in Statistics, Social Sciences, Development Studies, Economics, or a related field.
- 2–4 years of MEAL experience in NGOs or development projects.
- Proficiency in data analysis tools (Excel, Google Sheets; knowledge of Kobo/ODK or similar platforms is an asset).
- Strong understanding of education and child protection indicators and basic quantitative/qualitative methods.
4. Competencies
- Strong analytical and reporting skills.
- High accuracy, attention to detail, and commitment to data integrity.
- Respect for confidentiality and safeguarding principles.
- Ability to work independently and travel regularly to project locations.
