CHILD SAFEGUARDING:

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Construction Coordinator will be responsible for the design, implementation, supervision and quality assurance of construction and rehabilitation works under Save the Children’s Flood Response and Recovery programme. This includes the construction and rehabilitation of shelters, schools, health facilities, WASH and other community infrastructure, ensuring compliance with Save the Children’s technical standards, Sphere guidelines, national building codes and donor requirements. The postholder will provide day-to-day technical leadership, coordinate with other sectors and implementing partners, and ensure construction activities are safe, inclusive, resilient, and sustainable.

Budget Responsibilities: Construction Budget Lines

Key Internal Contacts: WASH, Shelter, Education, Supply Chain, MEAL, Finance, Safety & Security teams

Key External Contacts: Implementing partners, contractors, suppliers, local authorities, and sector coordination forums

KEY AREAS OF ACCOUNTABILITY:

1. Technical Leadership and Quality Assurance

  • Lead detailed technical assessments, site selection, and design validation for all construction and rehabilitation projects
  • Prepare or review engineering designs, drawings, BoQs and technical specifications in coordination with the Shelter/Construction Advisor
  • Ensure compliance with Save the Children’s Construction Quality Standards, Sphere standards and national regulations
  • Oversee contractors and implementing partners, ensuring adherence to designs, budgets, and safety requirements
  • Conduct regular field inspections, safety audits, and quality checks
  • Support procurement processes including technical inputs to tendering, bid evaluation and contract management

2. Programme Implementation and Coordination

  • Develop detailed implementation and procurement plans for construction works and ensure timely delivery of outputs
  • Coordinate construction schedules with other thematic areas (WASH, Education, Health) to maximise integration
  • Oversee delivery, storage and utilisation of construction materials, ensuring accountability and minimising wastage
  • Ensure child-friendly, disaster-resilient and inclusive design principles are integrated into all infrastructure
  • Support gender, protection, accessibility and environmental considerations in design and construction

3. Partner and Community Engagement

  • Provide technical guidance and on-the-job coaching to implementing partners, community engineers and site committees
  • Facilitate community participation in construction planning and oversight, ensuring ownership and sustainability
  • Coordinate with local government departments and relevant technical authorities to ensure alignment and compliance

4. Monitoring, Reporting and Learning

  • Maintain up-to-date progress reports, site records, photographs and quality checklists
  • Support MEAL teams in developing and using monitoring indicators for construction quality and progress
  • Contribute to donor reports, ensuring that construction components are accurately represented
  • Document and share lessons learned, innovations and best practices from flood-resilient construction approaches

5. Coordination and Representation

  • Represent Save the Children in Shelter/Construction Working Groups and coordination meetings at district and provincial levels
  • Coordinate with other NGOs, UN agencies and local government to avoid duplication and strengthen sector standards
  • Support advocacy and external communication by providing case studies and technical inputs on infrastructure components

QUALIFICATIONS: 

  • Bachelor’s degree in Civil Engineering or related
  • Registration with the Pakistan Engineering Council (PEC) preferred

EXPERIENCE AND SKILLS:

Essential:

  • Minimum 5 years’ experience managing construction and infrastructure projects in humanitarian or development settings
  • Demonstrated experience in post-disaster rehabilitation, shelter or community infrastructure programmes
  • Proven ability to manage contractors, budgets and logistics under challenging conditions
  • Proficient in AutoCAD and MS Project (or equivalent software)
  • Excellent report writing and communication skills in English and Urdu
  • Strong leadership, coordination and team-building skills

Desirable:

  • Experience with Save the Children or other INGOs
  • Knowledge of community-based construction and participatory design
  • Familiarity with child-friendly, gender-sensitive and climate-resilient design principles
  • Local language proficiency (Sindhi, Balochi, Pashto)
