Jhpiego seeks a Technical Manager to provide strong technical leadership and day-to-day support to HPV vaccine introduction efforts, ensuring technical excellence in planning, implementation, and stakeholder engagement. The incumbent will provide expert technical advisory to the Project Lead, project teams and all relevant stakeholders involved in execution of immunization-focused interventions.

Responsibilities:

  • Provide technical input for the planning, design, and execution of activities related to HPV vaccine introduction and broader immunization strengthening.
  • Act as a technical focal point for engagement with key counterparts at Federal (FDI) and Provincial/Area (EPI) levels, facilitating regular communication and collaboration.
  • Provide technical assistance in national Technical Working Group (TWG) meetings and other technical consultations related to immunization and HPV vaccine introduction.
  • Participate in health forums at national and sub-national levels to support HPV vaccine introduction and cervical cancer elimination efforts.
  • Support HPV vaccine-related economic analyses and contribute to the design and interpretation of operational research and implementation studies.
  • Provide input for the development and review of advocacy, communication, and social mobilization materials to ensure technical accuracy and alignment with national guidance.
  • Support the development of a Knowledge Management Hub for HPV vaccination and cervical cancer prevention efforts.
  • Document and share best practices and lessons learned on HPV vaccine introduction at national and international forums to contribute to the global learning agenda.
  • Support evidence generation on HPV vaccine integration into routine immunization programs, including research activities and implementation evaluations.
  • Contribute to the development of comprehensive implementation plans for the national cervical cancer elimination strategy.
  • Support the integration of cervical cancer prevention and HPV vaccination content into pre-service and in-service health curricula.
  • Support the development of training packages and technical materials for healthcare worker trainings on HPV vaccination.
  • Provide technical support to capacity-building activities and orientations targeting CSOs, journalists, female school-teachers, and community influencers.
  • Monitor technical progress, identify gaps and challenges, and recommend evidence-based adjustments to strengthen program delivery.
  • Prepare technical reports, briefs, and updates for donors, government counterparts, and internal leadership, as needed.
  • Any other tasks assigned by the Project Lead.

Required Qualification, Experience and skills:

  • Medical degree (MBBS) or equivalent advanced degree. Masters in Public Health (MPH) along with MBBS is a highly desirable combination.
  • At least 7–8 years of progressively responsible experience in immunization programs, including vaccine introduction and operational management (district, provincial, or national level experience preferred).
  • Strong technical knowledge of immunization service delivery, vaccine introduction processes, and immunization systems strengthening.
  • Demonstrated experience engaging with government stakeholders, particularly Federal and Provincial EPI programs.
  • Ability to translate technical guidance into practical program strategies and interventions.
  • Strong verbal and written communication and presentation skills in both English and Urdu. Must be able to communicate effectively across all levels of internal and external stakeholders.
  • Proven ability to work independently and collaboratively in a dynamic team environment.
  • Willingness and ability to travel up to 30–40% within Pakistan.
