Job Summary
The position will provide technical inputs at all stages of food security and livelihood and cash transfer programming, including for secondary data reviews, assessment conceptualization, project design, logistical preparations, training of field & partner staff, supporting data collection teams during data collection, data cleaning, analysis, production of information products, and dissemination of information products, etc. It will be involved in partner coordination, donor reporting, presentations, and will be required to provide input to the strategic planning. The Specialist will also be responsible for developing and implementing a continuous capacity building program for CARE staff, and for providing training to partners. The position will play a lead role in managing the establishment and set-up of Cash Transfer Programming (CTP) as well as any FSL initiatives by focusing on market analysis, cash transfer modalities, targeting and implementation. The post holder will work closely with program management to ensure that assistance complements and enhances the recovery and strengthening of local markets. The role will also involve coordination with the wider community and with local financial partners on the delivery mechanisms, transfer values and targeting of CTP.
The position is based in Karachi with at least 50% of the time in the field and travel to any part of the country for initiating a response on short notice, under its upcoming FCDO funded Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) Programme in Pakistan. This is approximately £4 million programme with a duration of 3.5 years. The expected impact of this programme is “increased capacity of at risk and climate vulnerable households and communities to anticipate, adapt to, and absorb the impact of shocks and stresses induced by climate change and natural disasters, including measurable changes in gender roles and social inclusion”.
JOB TASKS AND RESPONSIBILITIES:
1- Technical Oversight (45% of the time):
- Assist the project staff and partner staff in developing and reviewing of detailed Guidelines/Standard Operating Procedures for Livelihoods activities both cash based, and non-cash based ( CASH for work, Cash distribution NFI distibution, Agriculture, Kitchen Gardening, Livestock, Poultry Rearing, and micro-enterprise) interventions.
- Deevelop the project implementation strategy and workplanin consultation with the partner, plan and follow up on FSL activities such as field assessments, market mapping, market price monitoring, and distribution of inputs.
- Ensure the trainings fo partnerstaff and implementation of training at community level. etc.
- Ensure to strengthen/establish the community structures and provide technical support in determining the approaches and technical training to beneficiaries to enhance their skills for above mentioned activities.
- Keep track of Food Security, Agriculture and Livelihood activities performance, and contribute in conducting PDMs and implementation of key learnings in future programming;
- Contribute to the rapid need assessment and market analysis at time of new displacements or a crises situation, as per organization standard tools.
- Leading on the CTP Feasibility and Risk Assessment; undertaking the CTP Delivery Mechanism Assessment, providing recommendations and contingency planning to support the scale up of cash transfer programming; support the cash advocacy strategy/plan.
- Ensure DRR is integrated in all Food Security and Livelihoods activities.
- Ensure the regular BVA analysis and budget tracking
- Ensure the safer programming element while implementing the project.
- Ensure the project implementation considering the payment by result model
- Ensure the gender and Inclusion lense in project implementation.
- Develop and establish better linkages and collaboration between organization partners, line departments and other direct stakeholders in the disrict and local level for getting useful scientific information, inputs and share them with the line manager and at the community level.
- Represent organization at Government, UN, FSL working groups/cluster meetings in the targeted districts as well as provincial and national level. Work with an objective of positioning the organization in a strong position to cluster and also with other key sector partners.
- Support and technically contribute to Technical Working Group on FSL interventions to standardize practices and to harmonize modalities.
- Ensure good coordination with the different departments and support to enhance the secure and conducive environment for the the organization.
- Contribute and provide insights into fundraising efforts related to the scope of Food Security and Livelihoods.
- Develop concept notes on the emerging needs of the communities.
- Regularly coordinate with donors and conduct monthly and quarterly meetings with the donors for project updates, challenges, solutions and support required.
- Proactively identify new funding opportunities and interact with donors where possible.
- Support in new program designing, technical write ups and budgeting of program activities.
- Work closely with the comms section, MEAL and Business development section to showcase the project achievements.
- Contribute in the preparation of reports for Government, donors and other stakeholders, ensuring high-quality reporting with accurate information.
- Establish processes/systems that ensure proper tracking, establish accountability and capture the information essential to ensure best possible reporting of financial, narrative and statistical information as may be required by government, donors etc. related to FSL activities.
- Closely coordinate with Organization's MEAL Unit to ensure that relevant output and outcome indicators for FSL based interventions are systematically being collected and analyzed in a manner that will help the Country Office determine efficiency and effectiveness as well as the appropriateness of such activities.
- In coordination with MEAL department, ensure the implementation of MEAL plan especially Post distribution monitoring and high-quality of report
- Regularly visit project site on monthly basis (additional visits as essential) and conduct review meetings on quarterly basis.
- Ensure development of case studies and success strories to showcase the project achievements.
- Ensure the lesson learned events and evidences for the project in coordination with the MEAL team.
Other responsibilities as assigned (5% of the time)
Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required
Bachelor’s Degree in Agriculture, Livestock, Social Sciences and Rural Development or other related field.
Desired
Master's degree in Agriculture, Livestock, Social Sciences and Rural Development or other related field is preferred.
B) Experience/ Technical Skills
Required
- Demonstrated 7-10 years of experience in Food Security & Livelihoods and Cash based programming preferably with an International NGO in a similar capacity, along with minimum 3 years of experience in senior level role.
- Experience in implementing FSL projects in rural districts of Pakistan; experience in one of the areas such as resilience, climate change or humanitarian.
- Familiarity with UN guidelines, Sphere Standards and other humanitarian accountability frameworks as well as international codes of conduct.
- Excellent communication, negotiation, and networking skills, with the ability to engage effectively with diverse stakeholders, including government officials, donors, and community leaders.
- Experience of fundraising from large donors.
- Fluency in English and Urdu is required.
