 Introduction/Background:

Pak Mission Society (PMS) is a national relief and development organization established in 2004 and registered on 13th February 2008 under the Societies’ Registration act XXI of 1860 in Khyber Pakhtunkhwa, Pakistan and signed a Memorandum of Understanding (MoU) with the Economic Affairs Division (EAD), Government of Pakistan in November 2017. PMS was founded by a group of Christian professionals whose collective vision is to bring hope and love by responding to human sufferings and disasters through emergency relief efforts and delivering long-term rehabilitation and development programme. Since its establishment, PMS is serving unreached and underprivileged communities in impoverished areas regardless of race, gender, ethnicity, class, religion and social background.

 

Pak Mission Society (PMS) in Taluka Kunri ,  District Umerkot is implementing Umerkot Integrated WASH ,DRR & livelihood Project in 30 new and 60 old  villages of 07 union councils; UC Nawababad, UC Sher Khan Chandio , UC Shakh Darelo, UC Tali , UC Nabisar , UC Shaheed Mai Bakhtawar and  UC Kunri Memon .The 36 months project is funded by BMZ and Humedica International.

 

Therefore, PMS in intending to organize community level training for the targeted community of 60 old villages on DRR shelter construction techniques.

The project will have 120 one day training session 2 event in each village one is pre monsoon and 2nd round after monsoon with approximately 35 participants per event.

This consultancy focuses on providing practical training to local community in these DRR shelter construction techniques and thereby increasing local capacity for climate resilient housing. This consultancy aims to empower community’s member and who have received shelter related grant and materials from Pak Mission Society and any other NGOs or SPHF program.

 

 Objectives of the Consultancy:

  •  Equip the local community with skills and knowledge for DRR shelter construction, focusing on raised platform foundations and reinforced mud techniques.
  • Ensure the effective transfer of practical skills for immediate implementation in home reconstruction within the target communities.
  • Increase the local pool of qualified masons skilled in building DRR shelters.
  • Deliver 120 training events to communities that have received shelter materials from PMS and Sindh People Housing for Flood affected (SPHF) in these 60 villages.

 

 Scope of Work: Training Delivery:

    • Conduct practical, hands-on training sessions for masons in the 60 target villages, with two training sessions per village one before monsoon and 2nd round after monsoon.
    • Utilize PMS-provided training plans and Standard Operating Procedures (SOPs).
    • Employ effective adult learning methodologies to ensure knowledge transfer
    • Utilize the consultants own tools for the training.
    • Training agenda share with PMS.

Logistics and Coordination:

    • Coordinate with PMS Field teams for scheduling.
    • Utilize personal transportation to reach training locations.
    • Adhere to local cultural norms and practices.
    • PMS will inform the community, and arrange the training locations.
    • PMS will provide refreshment for the participants through vender.

Reporting and Documentation:

      • Maintain detailed attendance records and training logs for each session.
      • Prepare a comprehensive final report detailing:
      • Training methodologies and materials used.
      • Key observations and lessons learned.
      • Challenges encountered and solutions implemented.
      • Recommendations for future DRR shelter initiatives.
      • Provide feedback for long term improvements.

Consultant Responsibilities:

  • Adhere to PMS's SOPs for mason training.
  • Provide sufficient technical human resources for conducting the training.
  • Utilize personal mason tools as needed.
  • Follow the training plan provided by PMS.
  • Respect local culture and norms.
  • Provide all required documentation.

  • Qualifications:
      • Technical experience or Diploma of Associate Engineering (DAE) in Civil Eng and degree will be prefer.
  • Experience:
      • Minimum 3 years of relevant experience in construction and DRR-related projects.
      • Demonstrated experience in conducting practical training for community members, particularly in rural settings.
      • Experience working with NGOs or humanitarian organizations.
      • Proven experience working in the field of DRR climate-resilient housing.
  • Skills:
      • Strong practical knowledge of DRR shelter construction techniques.
      • Excellent communication and facilitation skills.
      • Proficiency in data collection and reporting.
      • Ability to work effectively in remote and challenging environments.

  • Completed one day 120 training sessions 2 in each 60 villages.

 Reporting:

  • The consultant will report to the Project Manager at PMS.

 Payment Schedule:

  • The payment schedule will be determined and agreed upon in the consultancy contract, based on the mutual agreed.

 Timeframe:

  • The consultancy to be completed within 6 months start from agreement. (May 2025 to October 2025)

Logistics:

  • PMS will provide logistical support for community mobilization and refreshment for training participants through vender
  • The consultant will arrange their own transportation to access the training venue or villages.
