Details
1. Purpose of the Assignment
We are seeking proposals from reputable organizations/firms to procure 02 units of automatic weather stations. Detailed minimum specifications are listed as below:

Description/required specifications
Automated solar powered (with battery back-up), weatherproof for outdoor use in various climatic conditions weather station with integrated sensors with wireless (Wi-Fi or satellite) data transmission.

The weather station must include the metrological sensors for measuring the following parameters:
o Air temperature sensor with measuring accuracy of ±1.0°C
o Humidity sensor for measuring relative humidity with an accuracy of ±5%.
o Wind Speed and Direction Sensor for measuring wind speed (0-50 m/s) and direction with an accuracy of ±0.1 m/s and ±10°, respectively.
o Rainfall measurement sensor for measuring rainfall with an accuracy of ±2 mm. Rain sensor, water quality sensor and UV sensors embedded in the system. The optional gas sensor can also be included.
o Solar Radiation Sensor for measuring solar radiation with an accuracy of ±5%.
o Soil Temperature and Moisture Sensor for measuring soil temperature (−5°C to +50°C) and moisture content with an accuracy of ±1°C and ±3% volumetric water content, respectively.
o Barometric Pressure Sensor for measuring atmospheric pressure with an accuracy of ±1 hPa.

The weather station must be capable of storing data for at-least 8 months to a year timeframe. Realtime data transmission with fixed frequency would be added advantage in a compatible data formats like CSV.
The weather station must have user friendly interface for easy access of data with appropriate software for data analysis and visualization that must be compatible with common operating systems like windows, macOS or Android.
The supplier will be responsible for providing the operating guidelines/training for users and installation of weather stations (one weather station in Punjab and one in Sindh province). The offer for maintenance services and after-sale support by the supplier will be valued and appreciated. The weather station must comply with relevant industry standards and certification like ISO and ensure compliance with local/in-country regulations and environmental standards.
The supplier must clearly state the delivery timelines and provide at least 1 year warranty for weather stations and sensors.

2. Complete bidding documents can be submitted to BCI Pakistan Office, Office no. 3, 7th floor 75 / 76 D-1, Main Boulevard, Block D1 Gulberg III, Lahore from 9:00am to 5:00pm, Monday to Friday through registered courier. By hand submission or physical visits are not allowed.
3. Sealed bids should reach BCI Pakistan Office, Office no. 3, 7th floor 75 / 76 D-1, Main Boulevard, Block D1 Gulberg III, Lahore, on or before 2 PM 11-03-2025 and should be clearly marked “Bid for Procurement of Automatic Weather Stations”.
4. The Supplier must quote only one option for each service. Bids received with more than one options, and rates may be rejected.
5. Rates should be including of all type of taxes, duties, fees, charges and all other allied costs.
6. BCI Procurement committee reserves the right to change the quantities or cancel/reject any or all offers without assigning any reason.
7. Bidders must not be engaged in any corrupt, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names / companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently blacklisted.
8. An award will be made based on the quality, cost factor, credibility, work references, reputation of the firm &/or any other factor/s as deemed fit by the committee/procurement authority for the selection.
