Overview:
Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For more than 50 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries.
Purpose:
Jhpiego, in partnership with the department of health (DoH), and Population welfare (PWD), with the funding support of BMGF, is implementing a research-based project in two districts (Kasur & Khanewal) to introduce and support DMPA-SC self-injection within the FP basket of choice. This initiative focuses on improving access to quality family planning (FP) services, enhancing uptake and continuation of injectable contraceptives, and promoting informed decision-making and agency among users.
By generating evidence and facilitating collaboration, this investment aims to inform strategic decisions for introducing and scaling up self-injection of DMPA-SC while ensuring a sustainable and impactful contribution to family planning efforts in Punjab.
Specific Objectives:
The Advocacy Advisor will play a critical role in engaging stakeholders, organizing advocacy events, act as advocacy champion on relevant forums, and supporting the project team in developing dissemination documents and executing strategic activities
Description of Objectives:
- Organize and support 02 steering committee meetings
- Plan and execute 01 provincial dissemination event ensuring participation of the most relevant representatives of policy makers, departments, authorities, development partners, civil society, private actors and potential donors.
- Coordinate and facilitate 01 cross-provincial visits to Sindh for Punjab health department officials to observe and learn from the successful scale-up of DMPA-SC
- Organize 01 workshop with the provincial and district officials to review research results, identify bottle necks, define actionable recommendations, and way forward
- Coordinate and closely work with the DoH and PWD to integrate the DMPA-SC into training curriculum.
Deliverables:
- Ensuring participation of higher management of the DoH and PWD in the steering committee meeting along with submission of IRMNCH endorsed minutes of meeting .
- Ensuring participation of policy makers, higher management of departments, relevant authorities, developmental partners, civil society, private actors, and academia in the provincial dissemination event, and submission of report along with the complete documentations
- Invite relevant and technical officials of the DoH and PWD to visit Sindh, accompany them during the visit, coordinate meetings with the Sindh provincial officials and submit visit report. .
- Ensuring participation of the relevant and technical provincial and district officials of the DoH, and PWD, along with submission of the workshop report.
- Coordinate for Integration of the DMPA-SC into the RTI-PWD training curriculum.

Selection Criteria:
- Master’ in Public Health, Development Studies, or a related field.
- At least 10 years of experience in advocacy, stakeholder engagement, or public health programs, preferably in family planning or reproductive health.
- Strong understanding of the health system in Punjab and Pakistan, with a focus on family planning initiatives.
- Awareness with the family planning and reproductive health policies, procedures and laws.
- Excellent communication skills, networking, and negotiation skills.
- Demonstrated ability to organize high-level meetings and advocacy events.
Level of Efforts (LOE):
The nature of consultancy will be activity/task based and will be completed in 6 months of period.
Reporting Line:
The Advocacy Advisor will report to the Senior Program Manager and work closely with the project team, policy makers, provincial and district officials, and other stakeholders to ensure the successful implementation of the DMPA-SC scale-up.
