Through the HPV Vaccine Acceleration Program Partners Initiative (HAPPI), funded by the Bill & Melinda Gates Foundation (BMGF), Jhpiego is supporting HPV vaccine introduction efforts in Pakistan.

Job Positions:

1.      Project Manager (HAPPI):

Jhpiego seeks a Project Manager, based in Islamabad, to provide support for the implementation of the HAPPI initiative.  The Project Manager will play a key role in overseeing program implementation, ensuring high-quality project management, and coordinating with technical teams, provincial counterparts, and key stakeholders. This position is crucial in driving strategic efforts to enhance HPV vaccine uptake and strengthen immunization programs within Pakistan’s healthcare system.

Responsibilities:

The Project Manager will be responsible for:

  • Work with Project Lead to develop project work plan and technical material for advocacy and training.
  • Support the design, analysis, and synthesis of project interventions to ensure they are fit for purpose and relevant to specific contexts in Pakistan.
  • Facilitate contributions from Jhpiego global technical advisors to enhance technical products for the project.
  • Under the guidance of Project Lead, develop program implementation plans, aligned with program proposal, in close collaboration with relevant project team members
  • Harness human, material and financial resources appropriate for the program
  • Work with finance and program staff to develop and track program budgets and to implement activities within approved budgets
  • Ensure continuous monitoring of program activities by working closely with the M&E Manager, as well as timely and accurate evaluation and reporting of progress toward the achievement of program goals and objectives
  • Support the Project Lead in representing the project, present progress, achievements and lessons learned to key stakeholders and partners as needed
  • Develop and monitor risk mitigation plans in collaboration with the team for smooth program implementation. Troubleshoot to prevent and resolve potential problems and review outputs for quality control.
  • Contribute to annual work planning process and monitor its progress
  • Generate program and donor reports in close coordination with the technical team and ensure timely submission
  • Provide timely program updates to Project Lead, Country Director and relevant departments
  • Support the project lead in meetings with concerned departments and partners to brief stakeholders on project updates, including technical working group and government officials
  • Formulate positive and productive working relationships with counterparts from other programs.
  • Contribute to writing or reviewing technical briefs/reports relevant to the program

Qualification and Experiences:

  • Master’s degree in public health, project management or relevant field with 7-8 years’ experience in program development and implementation of immunization programs, preferably in Pakistan
  • Proven leadership skills and expertise in the management of health programs and program staff and coordination with government partners and other key stakeholders.
  • Knowledge of sound project management, performance and quality improvement approaches
  • Ability to develop strategic and programmatic plans in cooperation with concerned departments/other stakeholders
  • Comprehensive understanding of evidence-based interventions
  • Ability to develop working relationships with counterparts of varying levels of seniority and backgrounds to implement program activities
  • Strong decision-making skills, team player accustomed to building team capacity, delegating work to team members and problem-solving ability.

 2.      Community Engagement Coordinator (5 positions) – Karachi, Hyderabad, Lahore, Multan, Rawalpindi:

Jhpiego seeks dynamic Community Engagement Coordinators to support HPV vaccine introduction efforts in Pakistan. These roles will focus on grassroots engagement, capacity building, and fostering trust and acceptance of the HPV vaccine within communities.

Responsibilities:

  • Support community mobilization activities to promote HPV vaccination awareness and acceptance among caregivers, adolescent girls, and key influencers.
  • Identify, map, and build the capacity of civil society organizations (CSOs) for effective communication and demand-generation initiatives.
  • Facilitate co-creation workshops to develop tailored demand-generation plans at the provincial and community levels.
  • Support provincial and district advocacy efforts, engaging with key stakeholders to enhance community trust in HPV vaccination.
  • Work closely with identified CSOs to provide tools, training, and technical assistance for social media campaigns and community-based HPV advocacy activities.
  • Foster linkages between Community Health Workers (CHWs), local influencers, and health facility staff to strengthen vaccine uptake efforts.
  • Assist in the collection and reporting of field data related to community engagement activities, supporting program monitoring and evaluation.
  • Document lessons learned, success stories, and challenges to inform future SBCC strategies.
  • Perform any other duties assigned by the supervisor or program leadership.

Qualifications and Experience:

  • Bachelor’s degree in public health, gender, social sciences, or a related field.
  • Minimum of 5 years of experience in community engagement, SBCC, or immunization programs, preferably in the assigned areas
  • Strong understanding of community mobilization techniques, advocacy strategies, and behavioral change communication.
  • Proven experience working with CSOs, CHWs, and community influencers to drive social impact.
  • Excellent communication and interpersonal skills, with proficiency in English, Urdu, and relevant local languages.
  • Ability to work independently, manage multiple tasks, and meet deadlines in a fast-paced environment.
  • Willingness to travel extensively within the province.

3.      Program Officer:

Jhpiego seeks a Program Officer to support the implementation of the HAPPI initiative in Pakistan. Based in Islamabad, the Program Officer will work closely with the Project Manager to ensure the smooth execution of project. The ideal candidate will have strong project management skills, experience in donor-funded initiatives, and the ability to coordinate with national and provincial stakeholders.

Responsibilities:

  • Assist in project startup, implementation, and closeout in coordination with the Project Manager.
  • Support the development of work plans, reports, and presentations for internal and external stakeholders.
  • Maintain project records, timelines, and ensure smooth execution of program activities.
  • Organize and coordinate meetings, seminars, and workshops, including logistics, venue arrangements, and documentation.
  • Assist in data management, tracking program performance, and preparing reports for decision-making.
  • Provide administrative and logistic support for the implementation of program activities and project work plans at both federal and provincial levels.
  • Assist the team in preparing all necessary documents for program implementation, including budgeting for various activities
  • Establish and maintain an online repository for each process, facilitating knowledge management and efficient reporting.
  • Support the team in implementation of program activities/project workplan at federal and provincial level and keeping record through a tracking sheet maintained for the HAPPI grant.
  • Administrative and logistic support to senior project staff and consultants involved in HPV introduction,
  • Contribute to the preparation of project reports, evaluations, and other project documentation, including yearly and quarterly work-plans, budgets, and reports for donor support
  • Undertake any other relevant tasks assigned by supervisor or Project Lead

Qualifications and Experience:

  • Bachelor’s degree in project management, MBA, or a related field.
  • 5+ years of experience in project management, budgeting, and program implementation, preferably in international organizations, INGOs, or donor-funded projects.
  • Excellent skills in facilitation, teamwork and coordination.
  • Proven experience in program support, administration, and logistics.
  • Familiarity with budgeting and financial reporting.
  • Strong organizational and communication skills.
  • Detail-oriented with the ability to maintain accurate records.
  • Knowledge of database management is advantageous.

4.      Provincial Social and Behavior Change Communication (SBCC) Manager, Sindh :

Jhpiego seeks a Provincial Social and Behavior Change Communication (SBCC) Manager to support the introduction of the HPV vaccine in Pakistan. Based in Sindh, this role will lead demand-generation, advocacy, and community engagement efforts to promote vaccine acceptance and uptake. Under the guidance of the National SBCC Manager, the Provincial SBCC Manager will play a key role in designing and implementing behavior change strategies, training programs, and multi-stakeholder engagement initiatives to ensure the successful rollout of the HPV vaccine.

Responsibilities:

  • Overall oversight and leadership for the planning and preparation for HPV introduction at the provincial level
  • Work closely with the National SBCC Manager and other technical team members to carry out a targeted baseline, midpoint, and endline assessments of community, family, and health worker knowledge, perceptions, and practices related to HPV vaccine introduction to continuously monitor impact of SBCC strategies
  • Modify ineffective strategies based on regular feedback mechanisms at the community and provider levels
  • Analyze demand for potential HPV vaccine amongst adolescent girl, parent, community and religious influencers, provider behavior in responding to needs for HPV vaccine, especially in communities where a large proportion of girls in the target age groups do not attend school
  • Utilize findings from KAB and KAP studies to inform demand generation strategies and document lessons learned to guide future campaigns.
  • Spearhead collaborative development and implementation of a social and behavior change communication strategy to increase the acceptability of HPV vaccine and practice of optimal behaviors, developed based on local analyses and using a mix of effective communication channels
  • Regular local engagement, using a variety of strategies, at the community and household level with both male and female caregivers to build trust and confidence in the HPV vaccine and the health system
  • Present and share lessons, best practices and successes related to SBCC and community mobilization with partners and Government of Pakistan in order to institutionalize practices for scale-up.
  • Coordinate and provide technical Support to program staff to create linkage of Community Health Workers (CHW) and health facility staff in the program areas and create sustainable mechanisms
  • Collaborate with community program officers and Communications/Publicity officer (s) to ensure documentation of successes, challenges, and lessons learned in the implementation of Community and IEC/BCC programs in Jhpiego Pakistan
  • Provide technical support in writing and/or reviewing materials and publications related to community and IEC /SBCC
  • Participate in studies/assessments, implementation, Monitoring and supervision of community and IEC/SBCC activities
  •  Represent the project in sub-national technical working groups and meetings
  • Lead appropriate sections of annual work planning and reporting requirements of the program
  • Contribute to/coordinate with the project’s M&E activities to ensure that the project meets set targets in accordance with national and international standards

Qualifications and Experience:

  • Bachelor’s or preferably advanced degree in public health, social sciences etc.
  • At least 7 to 8 years of work experience with programs focused on community health and SBCC with progressively increasing responsibilities
  • Baseline understanding of current international evidence-based best practices and key guidance on immunization, SBCC and community mobilization
  • Knowledge and experience developing social and behavior change communication strategies, tools, and materials
  • Self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity, and competence.

5.      National Social and Behaviour Change Communication (SBCC) Manager:

Jhpiego seeks a National Social and Behavior Change Communication (SBCC) Manager to lead advocacy, social mobilization, and behavior change efforts at the national level. Under the guidance of the Technical Advisor, the National SBCC Manager will play a pivotal role in designing and implementing high-impact SBCC strategies, ensuring community-level insights inform vaccine introduction efforts.

Responsibilities:

  • Lead the design, implementation, and evaluation of the SBCC strategy for HPV vaccine introduction, incorporating community-level insights.
  • Ensure integration of culturally relevant, gender-sensitive approaches in communication campaigns.
  • Co-create demand-generation plans through workshops with key stakeholders to tailor messaging for different populations.
  • Develop advocacy toolkits, IEC materials, and multimedia content for engaging communities, influencers, and policymakers.
  • Coordinate with national and provincial teams to streamline ACSM efforts and ensure alignment with government strategies.
  • Lead engagement in national public health events to advocate for HPV vaccination.
  • Oversee identification, mapping, and capacity-building of CSOs in communication across Punjab and Sindh.
  • Supervise the training of female school teachers on HPV awareness and cervical cancer prevention.
  • Conduct an analysis of school characteristics and target populations to identify optimal intervention strategies.
  • Strengthen linkages between Community Health Workers (CHWs), health facility staff, and civil society organizations (CSOs) to promote sustained awareness.
  • Oversee the assessment of community knowledge, attitudes, and behaviors (KAB) regarding HPV and cervical cancer.
  • Collaborate with M&E teams to implement evaluation studies, including post-campaign KAP studies.
  • Monitor community feedback to modify ineffective strategies and enhance engagement efforts.
  • Document best practices, challenges, and lessons learned to inform future SBCC strategies.
