Through Gavi funding, Jhpiego is providing technical assistance for the rollout of the HPV vaccine in Pakistan, supporting national and provincial stakeholders in ensuring effective implementation.

Job Positions:

1. Monitoring, Evaluation, Research and Learning Officer (2 Positions) –Lahore , Karachi:

Jhpiego is seeking Monitoring, Evaluation, Research, and Learning (MERL) Officers to support the HPV vaccine introduction in Pakistan through Gavi-funded technical assistance. Based in Lahore and Karachi, these positions will oversee data collection, evaluation, and reporting at the provincial level, ensuring evidence-based decision-making for program improvement. The MERL Officers will play a key role in monitoring the HPV vaccine rollout, conducting KAP study and supporting stakeholder engagement.

Responsibilities:

Monitoring and Evaluation:

  • Support the monitoring and supervision of HPV vaccine rollout at the provincial level, ensuring data accuracy and timely reporting.
  • Implement evaluation activities, including post-campaign Knowledge, Attitudes, and Practices (KAP) studies and assessments of community knowledge and behavior regarding HPV and cervical cancer.
  • Conduct field visits to vaccination sites, schools, and health facilities to assess program implementation and identify areas for improvement.

Data Collection, Analysis, and Reporting:

  • Ensure timely collection, compilation, and reporting of HPV vaccination data from provincial and district-level stakeholders.
  • Support the MERL manager in the development and maintenance of the HPV Knowledge Management Hub at the FDI Resource Center.
  • Document multi-sectoral stakeholder engagement learnings and contribute to the sharing of best practices at national and international levels.

Collaboration and Capacity Building:

  • Provide technical assistance to provincial and district-level health teams on data collection, reporting mechanisms, and evaluation methodologies.
  • Support the development of advocacy toolkits and materials to enhance awareness and demand generation for HPV vaccination.
  • Assist in organizing review meetings, training sessions, and stakeholder workshops to improve data use for decision-making.

Qualifications and Experience:

  • Bachelor’s degree in Public Health, Social Sciences, Statistics, or a related field; a Master’s degree will be a plus.
  • Minimum of 5 years of experience in monitoring, evaluation, research, and learning within public health programs.
  • Proven experience in designing and implementing M&E frameworks, particularly for immunization or vaccine programs.
  • Strong quantitative and qualitative data analysis skills, including proficiency in data visualization and reporting.
  • Experience working with government health departments, immunization programs, and other key stakeholders.
  • Familiarity with digital data collection tools and health information systems.
  • Excellent communication and report-writing skills in English and Urdu; proficiency in provincial languages is an asset.
  • Willingness to travel extensively within the assigned province.

 2.      Training and Capacity Building Coordinator:

Jhpiego seeks a Capacity Building and Training Coordinator to lead efforts in the design and implementation of capacity-building activities related to HPV vaccine introduction in Pakistan. The coordinator will ensure that key stakeholders, including healthcare workers, educators, CSOs, and community leaders, are equipped with the knowledge and skills needed to effectively implement the HPV vaccination program. Under the supervision of the Project manager, the Capacity Building and Training Specialist will perform the following activities:

Responsibilities:

  • Development of Training Packages and Technical Assistance

Develop and customize training packages for healthcare workers, including vaccinators, MNCH staff, and others involved in HPV vaccination, ensuring that materials are evidence-based, accessible, and relevant to the local context. Provide technical assistance during training sessions to ensure quality implementation.

  • Adaptation of Global Capacity-Building Tools

Adapt global HPV and cervical cancer capacity-building tools to the local context in Pakistan. Ensure these tools are user-friendly and suitable for training healthcare workers and other stakeholders.

  • Curriculum Integration for Cervical Cancer Prevention and HPV Vaccination

Lead efforts to integrate HPV vaccination and cervical cancer prevention into the curricula of medical, nursing, and allied health institutions. Work with regulatory bodies such as PMDC and Nursing Council for endorsement and ensure successful implementation.

  • Training of Female School Teachers

Develop and deliver training programs for female school teachers to raise awareness about HPV and cervical cancer prevention. Provide ongoing support and evaluation to ensure the effectiveness of the training.

  • Development of Briefing Packages and Workshops for CSOs and Journalists

Create comprehensive briefing packages on HPV vaccination and cervical cancer prevention for CSOs and journalists. Organize and facilitate workshops to enhance understanding and communication about HPV vaccination and cervical cancer.

  • Collaboration and Stakeholder Engagement

Work closely with national and provincial EPI teams, regulatory bodies, community organizations, and other stakeholders to ensure alignment and coordination in the implementation of HPV vaccination and training activities.

  • Reporting and Monitoring

Provide regular reports on the progress and effectiveness of capacity-building initiatives. Monitor and evaluate the success of training programs and make recommendations for improvements.

Qualifications and Experience:

  • Master’s degree in public health, or a related field.
  • 6-7 years of professional experience in capacity building, training development, and implementation in public health.
  • Proven ability to develop training materials and deliver high-quality training programs.
  • Excellent facilitation, presentation, and communication skills.
  • Experience working with educational institutions, healthcare providers, and community organizations.
  • Ability to adapt global tools and materials to the local context.
  • Fluent in written and spoken English and Urdu.
  • Willingness to travel within Pakistan as required (30-50% of the time).

 3.      Provincial Coordinator:

Jhpiego is seeking a Provincial Coordinator to support the introduction of the HPV vaccine in Pakistan at the provincial level. The incumbent will work closely with EPI teams, government departments, and community stakeholders to facilitate demand generation, advocacy, capacity building, and monitoring efforts. This role will be critical in ensuring the effective integration of the HPV vaccine into routine immunization services by leading stakeholder engagement, coordinating training programs, and supporting data-driven decision-making to enhance vaccine uptake and strengthen cervical cancer prevention initiatives.

Responsibilities:

The Provincial Coordinator will support the execution of HPV vaccine introduction activities at the provincial level, working closely with provincial EPI teams, government departments, and other key stakeholders. Responsibilities include:

  • Supporting the development and implementation of HPV vaccine demand-generation plans through engagement with schools, community organizations, and healthcare providers.
  • Assisting in the coordination of advocacy efforts, including consultations with policymakers, professional bodies, and civil society organizations (CSOs) to strengthen HPV vaccination integration.
  • Providing technical and operational support to the Provincial Technical Working Group (TWG) and ensuring alignment with national cervical cancer elimination strategies.
  • Facilitating training programs for healthcare workers, female school teachers, and community health mobilizers on HPV vaccination and cervical cancer prevention.
  • Supporting the identification, mapping, and capacity building of CSOs to enhance community engagement and advocacy efforts.
  • Monitoring the implementation of vaccine introduction activities, including post-campaign assessments such as Knowledge, Attitudes, and Practices (KAP) studies.
  • Ensuring timely reporting and documentation of best practices, stakeholder engagements, and lessons learned to inform future HPV vaccine introduction efforts.
  • Assisting in organizing quarterly review meetings, national consultations, and participation in key public health events related to HPV vaccine advocacy.
  • Act as Jhpiego’s provincial point of contact, maintaining coordination with the provincial health department, EPI, education, labor, and other relevant stakeholders.
  • Ensure timely dissemination of approved HPV vaccination messages to schools, madrassas, parents, trade unions, and PEI social mobilizers.
  • Coordinate with the education department to inform schools and madrassas about vaccination sessions.
  • Ensure establishing and documenting coordination mechanisms with government departments.
  • Any other task assigned by the supervisor.

Qualification and Experience:

  • Bachelor’s degree in public health, social sciences etc; advanced degree preferred.
  • 6+ years of experience in program coordination, particularly in health or education sectors.
  • Proven experience in establishing and managing coordination mechanisms.
  • Familiarity with routine immunization and vaccine campaigns
  • Ability to collaborate effectively with government offices, schools, and community stakeholders.
  • Strong communication, organizational, and networking skills.
  • Good command of MS office
  • Willingness to travel within the province.

4.      Project Manager :

Jhpiego is seeking a Project Manager, based in Islamabad, to oversee program management and execution of HPV vaccine introduction activities. The Project Manager will work under the supervision of the Project Lead, supporting technical and provincial teams, ensuring high-quality program delivery, and engaging with key stakeholders to drive project success.

Responsibilities:

The Project Manager will be responsible for:

  • Work with Project Lead to develop project work plan and technical material for advocacy and training.
  • Support the design, analysis, and synthesis of project interventions to ensure they are fit for purpose and relevant to specific contexts in Pakistan.
  • Facilitate contributions from Jhpiego global technical advisors to enhance technical products for the project.
  • Under the guidance of Project Lead, develop program implementation plans, aligned with program proposal, in close collaboration with relevant project team members
  • Harness human, material and financial resources appropriate for the program
  • Work with finance and program staff to develop and track program budgets and to implement activities within approved budgets
  • Ensure continuous monitoring of program activities by working closely with the M&E Manager, as well as timely and accurate evaluation and reporting of progress toward the achievement of program goals and objectives
  • Support the Project Lead in representing the project, present progress, achievements and lessons learned to key stakeholders and partners as needed
  • Develop and monitor risk mitigation plans in collaboration with the team for smooth program implementation. Troubleshoot to prevent and resolve potential problems and review outputs for quality control.
  • Contribute to the annual work planning process and monitor its progress
  • Generate program and donor reports in close coordination with the technical team and ensure timely submission
  • Provide timely program updates to Project Lead, Country Director and relevant departments
  • Support the project lead in meetings with concerned departments and partners to brief stakeholders on project updates, including technical working groups and government officials
  • Formulate positive and productive working relationships with counterparts from other programs.
  • Contribute to writing or reviewing technical briefs/reports relevant to the program

Qualifications and Requirements:

  • Master’s degree in public health, project management or relevant field with 7 plus years’ experience in program development and implementation of immunization programs, preferably in Pakistan
  • Proven leadership skills and expertise in the management of health programs and program staff and coordination with government partners and other key stakeholders.
  • Knowledge of sound project management, performance and quality improvement approaches
  • Ability to develop strategic and programmatic plans in cooperation with concerned departments/other stakeholders
  • Comprehensive understanding of evidence-based interventions
  • Ability to develop working relationships with counterparts of varying levels of seniority and backgrounds to implement program activities
  • Strong decision-making skills, team player accustomed to building team capacity, delegating work to team members and problem-solving ability.
  • Excellent verbal, written and presentation skills
  • Ability to travel within the country
