A development sector organization is looking for a middle management position for one of its project. 

This role is critical in driving value creation by ensuring the efficient, transparent procurement of goods and services and compliance functions through well-structured processes. The Manager of Procurement and Compliance is responsible for developing and implementing robust procurement policies and procedures, ensuring strict adherence to both donor and organization's regulations. The position also ensures compliance with programme management guidelines, playing a key role in achieving organization's strategic objectives through sound governance and operational excellence.

The incumbent will lead and manage procurement and compliance operations, ensuring compliance with donor  and organization's policies, and fostering continuous process improvements.

Oversee procurement and compliance planning, execution, and reporting, ensuring alignment with financing agreement and programme objectives.

Collaborate with the Finance team to maintain an efficient procurement system and ensure financial control and reporting compliance.

Supervise procurement tasks related to consultancy contracts, purchase orders , and goods and services, ensuring transparency and accountability by organization and its partners.

Implement and manage the SAP procurement module, ensuring effective administration and adherence to procurement protocols for the programme.

Advise and implement Community procurement practices, engaging community institutions and building their capacity.

Prepare and present comprehensive procurement and compliance reports, manage records for audits, and respond to donor and third-party audit queries.

Qualification & Experience: 

  • A minimum of a master’s degree in business/public administration or master’s in commerce or  related field from an institution referred to in the world higher education database (http://www.whed.net/home.php) is used as a reference for a recognised Institution.
  • A minimum of 10 years of experience with 5 years of experience in leading procurement and compliance functions of projects in the development sector.  

The incumbent must be capable of exhibiting the following skills:
