The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a US$134.2 million project jointly financed by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP). The four-year project is being implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) in 25 of the poorest and flood-affected districts of Pakistan. The project supports the Government’s development priorities under Uraan Pakistan and is aligned with the IsDB Food Response Programme and the Sustainable Development Goals (SDGs), with a focus on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and strengthening the resilience of poor and vulnerable households to climate-induced shocks.

Job Description

  • Support the Manager/Senior Manager - Financial Management in the overall management of the project’s financial portfolio and ensure compliance with PGEP agreements, PIM, donor requirements, and internal controls.
  • Review Partner Organizations’ (POs) Statements of Expenditure (SoEs) and supporting documents and prepare SoE review reports for management review.
  • Assist in preparing financial reports, Budget vs. Actual reports, fund utilization forecasts, and periodic financial updates.
  • Support preparation of annual financial statements and monthly, quarterly, and annual financial closure processes.
  • Conduct quarterly field-level reviews of POs’ SoEs, identify non-compliance, maintain issue-tracking records, and follow up on corrective actions.
  • Maintain accurate financial records, prepare vouchers, record transactions, and support PMU payments and disbursements to POs.
  • Assist in uploading PMU/PO financial data into the accounting software and maintain records of advances and unspent balances.
  • Ensure appropriate withholding and timely deposit of taxes in accordance with applicable tax laws.
  • Obtain bank statements and prepare timely bank reconciliations, ensuring segregation of duties and appropriate review and approval.
  • Assist in reconciliation of project expenditure and financial records with EAD, AGPR, donor records, IFRs, financial statements, and SoE review reports.
  • Support the Senior Manager Financial Management during donor fiduciary reviews, internal and external audits, and Auditor General audits by providing required information and documentation.
  • Assist in coordinating with relevant government departments, POs, auditors, and donors on financial matters.
  • Support orientation and capacity-building sessions for PO financial staff on financial procedures, reporting, SoEs, and compliance.
  • Maintain proper financial filing and documentation systems.
  • Perform any other related duties assigned by the supervisor.

Qualification and Experience:

  • Master’s degree or 16 year education in Business Administration or CA intermediate, ACMA, ACCA, M.Com or related field.
  • Minimum 5 years of experience in accounting, auditing, financial management, and reporting. Audit and Advisory experience with a Big Four Audit Firms shall be an added advantage.
  • Experience of supporting multi-stakeholders’ development sectors projects including community development and trainings; technical vocational education and livelihoods.
  • Knowledge and experience of independently preparing annual budget and work plan as well as periodic financial progress reports of the project shall be an added advantage.
  • Experience of reviewing POs Statement of Expenditure and handling project’s internal and external audits, donors’ fiduciary reviews including audits by Auditors General office shall be an added advantage.
  • Excellent Report Writing Skills are required
