Key Responsibilities

Waste Inventory and Sector Profile for Five Cities in Pakistan

1. Background

Pakistan generates approximately 49 million tonnes of municipal solid waste (MSW) annually, with waste generation increasing by about 2.4% per year due to rapid urbanization and economic growth. However, reliable data on waste generation, composition, collection efficiency, recycling, and final disposal remain limited, constraining evidence-based planning and investment.

This consultancy will establish baseline waste inventory data for Peshawar, Faisalabad, Quetta, and Sukkur, together with an operational assessment of the Gujranwala landfill. The study will generate standardized datasets to support municipal solid waste planning, sector profiling, greenhouse gas inventories consistent with the IPCC 2006 Guidelines, climate mitigation initiatives, and future investment planning.

2. Study Objectives

The consultancy aims to:

  • Quantify household and commercial waste generation, composition, collection, and disposal practices in four selected cities.
  • Assess the operational performance and environmental conditions of the Gujranwala landfill.
  • Develop city-wise waste sector profiles covering governance, institutional arrangements, stakeholders, and policy gaps.
  • Produce standardized datasets for municipal planning, benchmarking, and future analytical work.
  • Identify practical opportunities for improving waste collection, landfill management, recycling, and resource recovery.

Scope of Assignment

Under this consultancy assignment, the District Coordinator/Consultant will be responsible only for the implementation, coordination, supervision, and reporting of field activities. The consultant will oversee survey planning, team management, quality assurance, stakeholder coordination, waste characterization, and data verification within Peshawar. Activities in Faisalabad, Quetta, Sukkur, and the Gujranwala landfill will be managed by separate district teams and are outside the scope of this consultancy assignment.

Technical Approach

The study will adopt a mixed-methods approach combining household and commercial surveys, seven-day waste characterization, landfill assessment, Key Informant Interviews (KIIs), municipal record reviews, and GIS mapping. (Tools will be shared later)

Waste characterization will follow the UN-Habitat Waste Wise Cities Tool (WaCT) methodology, while landfill assessment will focus on waste inflow, operational practices, environmental conditions, occupational health and safety, and resource recovery. All data will be collected using digital tools with GPS coordinates and unique identifiers to ensure traceability and quality.

Quality assurance measures will include standardized training, pilot testing, calibrated weighing equipment, coded waste bags, daily supervision, digital validation, back-checks, and routine data quality reviews.

  • Overall technical oversight

 

 Reporting Line

The District Coordinator/Consultant will report directly to the Project Manager and Technical Lead. Daily progress updates will be submitted during field implementation. Upon completion of field activities, the consultant will submit cleaned datasets, supporting Means of Verification (MoVs), field reports, GIS files (where applicable), and a final completion report for review and approval.

Required Skills & Experience

  • Relevant academic qualification in Environmental Sciences, Waste Management, Social Sciences, Statistics, GIS, or a related field.
  • Relevant experience in field surveys, household/non-household surveys, waste characterization, or similar research assignments.
  • Experience in managing and supervising field teams.
  • Familiarity with SurveyCTO or other digital data collection platforms.
  • Knowledge of GIS/GPS-based data collection will be an advantage.
  • Strong coordination, reporting, communication, and data quality assurance skills.
  • Experience working with municipal authorities and local stakeholders will be preferred.
