Job Summary:
Procurement Officer is responsible for sourcing, purchasing, and managing goods and services. He/she ensure that necessary items are obtained at the best possible price, quality, and delivery timeframe to meet business needs. This involves researching vendors, negotiating contracts, and maintaining records of purchases.
Job Description:
- Responsible for procurement of Office equipment, and other miscellaneous items as per procurement plan, according to the SCF guidelines; ensure that all procurement is within the budget limit.
- Forecasting Development of forecasts for items to be procured in a project, preparing PSM Plan (Procurement and Supply Management Plan) for the projects and also preparing reports to monitor the procurement and supply management schedule of the project.
- During the establishment of new SCF offices+ procurement of all necessary items (furniture and fixtures) from their local market after collection of rate and quality survey and price comparison.
- Effective communication skills to collaborate with suppliers, donors, and other stakeholders.
- Develop Procurement System & Policies for smooth procurement, (RFQ and Proposal) & preparation of specifications, evaluation report and contracts for suppliers.
- Upgrade and revise procurement policies to ensure that these are up to date and are being properly followed and monitored.
- Ensure proper maintenance of procurement and supply management data and prepare different reports for higher management in making key decisions regarding future plans.
- Maintain all procurement records separately for each procurement; check all records to comply with donor requirements Coordination with Admin for delivery & warranty of procured item. After receipt of Goods from the supplier, the delivery and warranty issues are coordinated with the admin department for quick and timely services.
- Comprehensive knowledge of procurement and underlying practices/procedures.
- Ability to implement strategic sourcing initiatives analyzes market trends and identification of cost-saving opportunities.
- Ability to lead and supervise a team, provides guidance, and manages performance.
- Ability to prepare reports using MS. Office Packages and preparation of SOPs.
- Experience in managing procurement and logistics management activities, budget and Grants Administration, and compliance
- Process stationery requests received from different departments and coordinating with vendor for the delivery.
- Responsible for compiling all bids received and forwarding all compile bids to concerned person for evaluation maintaining the secrecy of bidding process.
- Coordinate with vendors for any deficiency discrepancy of submitted bids.
- Process of PRs assigned by supervisor and preparing bid analysis summary (BAS).
- Prepare and process RFQS which are assigned supervisor.
- Conduct preliminary and technical evaluation of the bids related to electric equipment/ work.
- Support transport supervision duties in the absence of the staff in charge.
- And any other task signed by Supervisor.
Required Qualifications and Experience:
- University degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with four years of relevant professional experience.; or
- Certified training on supply chain management, an advantage.
